Electric scooter riders in Palma will soon be required to wear helmets and obtain mandatory liability insurance under a new civic ordinance currently under review.
The initial draft classifies the absence of insurance as a serious infraction, carrying fines between €750 and €1,500.
The insurance must provide a minimum coverage of €120,000, aligning with national legislation proposed by the Council of Ministers this summer. This draft law mandates personal light vehicles, like e-scooters, to have similar insurance and is expected to take effect in January 2026 after passing legislative approvals.
Palma follows the example of other Spanish municipalities, such as Inca in Mallorca, which have already implemented these insurance requirements.
